Fiona Du Raan-Groenewald is the CFO at Cape Winelands District Municipality, joined the Municipality in 2005 and has more than 16 years of experience in local government finances. Ms Du Raan-Groenewald holds a Bachelor of Commerce degree, with majors in Accounting and Mercantile Law, from the University of Stellenbosch.

As CFO, she is administratively in charge of the Budget and Treasury Office and responsible for the municipality’s financial functions, including accounting, budgets, treasury, assets, revenue & expenditure management and supply chain management. She also oversees Human Resources and Administrative Support Services. Ms Du Raan-Groenewald’s career spans more than 20 years of varied public sector experience in financial management.

During her tenure, Ms Du Raan-Groenewald was instrumental in the implementation of the Local Government: Municipal Finance Management Act, 2003 and its concomitant regulations as well as a vast number of reforms in this space at the Municipality.
