Francois has been working in the government sector since 1987 and in local government, as a senior technical manager, since 1990. He has vast experience of a wide variety of disciplines within the municipal civil engineering environment and has been with the District Municipality since 1997. He was appointed in his current position in 2012. His management skills have been sharpened over the years to enable him to give strategic leadership to one of the bigger directorates within the municipality.

Francois obtained his B.Eng (Civil) degree in 1985 from the University of Stellenbosch and was registered as a Professional Engineer by the Engineering Council of South Africa in 1990. He is also a longstanding member of the Institute of Municipal Engineers of South Africa.
